Background Information:

Cooperative Housing Foundation (CHF) International is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihood of the vulnerable. In Syria, CHF is providing humanitarian support to vulnerable households through FSL activities. CHF is seeking Senior Food security and livelihood Officer to support FSL Activities in term of implementation and operations to support the most vulnerable households in Raqqa governorate.

General Position Summary

S/he reports to the Food security and livelihood Coordinator, working closely to develop plans that ensure smooth implementation of Food Assistance project/activities. S/he will be responsible for quality implementation according to national and global Food Security guidelines and standards. S/he will ensure that all Food Security activities and documentation follow CHFs’ Policies, Sops, Guidelines and Procedures. The Senior Food Security and livelihood Officer will be involved and consulted in the identification, design, implementation, monitoring and reporting on all Food Security activities and administrative tasks assigned to him/her in a given District. S/he will implement all Food Security related activities within the village level and report on their timelines, progress, and flag up issues or potential delays, prepared to initiate mitigation measures to ensure the program implementation meets deadlines. S/he supports the overall Food security and livelihood team in strategic contingency planning ahead of anticipated humanitarian response.
Essential Job Responsibilities

Planning and Implementation:

 Lead on the implementation of Food Security/Livelihoods activities.
 Participate in Project beneficiary selection and verification exercise in the community using the approved CHF and FSL guidelines.
 Lead village/sub district community kick-off meetings and assessments as well as identify needs that exist in various communities.
 Collects data and information about the progress of the project’s inputs, outputs and indicators, and updates the databases.
 Develop action plans for project implementation, including all technical specifications for project implementation.
 Supervise and be responsible for all technical aspects of daily project implementation, ensure they are completed in a timely, efficient and accurate manner.
 Participate in vendor's selection, training and monitoring redemption process.
 Regularly update project implementation plans with associated time lines, maintaining detailed work plans and written records of work undertaken in the project.
 Ensure a safe working environment for all people involved in project implementation.
 Explore alternative technologies/ideas or initiatives that improve project implementation.
 Support gender analysis and integration into all aspects of programming during beneficiary selection.
 Oversee and ensure quality implementation of actors involved in the program;
 Carry out market assessments to ascertain the feasibility of market-based programming
 In consultations with the FSL Coordinator, decide on the appropriate time, modality and approaches for food assistant distribution.
 Other duties as assigned.
Coordination and Reporting:
 Coordinate with local leaders and authorities to prepare distribution lists and according to CHF’s criteria and Food Security guidelines/Sops and program methodology.
 Document implementation of all Food Security related activities and track progress towards program targets, keeping all team members apprised of achievements, delays, and issues.
 Support the development and maintenance of strong communication and relationships with local authorities and the local community, in collaboration with the FSL Coordinator.
 Work closely with the FSL Assistant to ensure internal weekly and monthly reports are submitted on time to the FSL Coordinator.
 Coordinate closely with the FSL Coordinator, FSL Assistant, Ops and logistic team to ensure proper logistics, administration, human resources of the program are conducted within CHF policy and with the maximum benefit to the program.
 Work closely with MEL team in collecting data, updating the database and report writing.
 Maintain strong understanding of the security, political, cultural, and overall contextual situation in areas of program implementation and potential program expansion, specifically regarding accessibility, movements of populations and areas of settlement in the district.
 Ensure compliance with security procedures and policies as determined by country leadership
 Work closely with the country security focal point to analyze security situations, respond appropriately before going to the field, and while in the field.
Accountability to Beneficiaries:
Senior Food Security and Livelihood Officer is expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field activities.
Supervisory Responsibility
 Support and provide direct supervision to FSL Assistant.
 Reports Directly To: Food Security and livelihood Coordinator
 Works Directly With: FSL Coordinator, FSL Assistant, Operation team and PM.
Knowledge and Experience
 University Degree ( agriculture engineering, or other similar livelihoods focused higher education), or university degree with at least two years equivalent professional experience in humanitarian projects specific food security and livelihoods, having technical knowledge and experience for the specific job.
 At least two years’ experience in relevant field or a combination of experience and education working in similar sectors.
 Experience in running food security and livelihoods activities in emergency phases such as agriculture and livestock production and protection, previous working for an NGO food security programs is an advantage.
 Written & verbal proficiency in English.
 Good understanding of NGO programming and humanitarian assistance activities, including operations and logistics
 Good negotiation and problem solving skills.
 Experience working as a part of a team.
 Knowledge of basic protection concepts, human rights is highly desirable.
 Integrity, transparency, and strong work ethics.
 Understanding of cross-cutting issues, such as gender, protection, youth, and environment
 Ability to work under pressure and with limited supervision.

She/he will have the ability to work simultaneously on multiple tasks and a willingness and ability to work effectively with a wide variety of people. They will have the ability to work as part of a team and coordinate with project personnel.
