General Description of the Programme:
GOAL is an international emergency and development NGO dedicated to alleviating the suffering of the poorest and most vulnerable.  GOAL was established in 1977 and is currently operational in 13 countries world-wide. GOAL has been working in northern Syria since 2013, responding to the acute needs of conflict-affected communities both through direct implementation and through partners, delivering food, non-food programming, water, sanitation and hygiene (WASH) services. GOAL has been contributing to the urban refugee responses in Turkey since 2016 with a focus on enabling access to health service and the protection services for vulnerable and marginalized asylum seekers in Turkey.

Overview of the Link Program
GOAL seeks a Fleet Assistant to work for its ECHO funded LINK and PRM funded GREEN programs, respectively. The PRM funded Green program is implemented in Mersin, Hatay and Adana provinces. Whilst the ECHO funded LINK is implemented in Mersin, Adana, Gaziantep and Şanlıurfa.

ECHO funded LINK program aims at connecting refugees with nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural works residing in temporary tented settlements to available state and non-state services using protection outreach, advocacy, and Individual Protection Assistance (IPA) approaches. LINK has been designed to address and mitigate protection concerns of the vulnerable/marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization/advocacy (targeting key stakeholders and service providers, etc.) activities and Individual Protection Assistance (IPA) services to enable the most vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. On the other hand, Green program aims to improve socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable/excluded women and girls from host and refugee communities (Syrians as well as those living in program locations under international protection regulation) including nomadic communities and seasonal agriculture workers from both communities through integrated, complementary and market driven livelihood opportunities and protection activities, including language and vocational skills training on greenhouse production, agriculture, and life skills; case management (CM)/coaching services, establishment of cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services.
Job purpose:
This Fleet Assistant will be managed by the Office Manager Urfa. The position holder will be supporting and working in close collaboration with Turkey Program teams, and Logistic Officer. Overall, she/he will be responsible to manage fleet to support smooth running of field offices and daily operations including following up with systems needs of the Turkey programs.

Duties, objectives and competencies

  1. Coordinate all vehicle movements in Turkey Team and field locations and ensure compliance with all GOAL procedures
  • Plan all car movements within Turkey Team locations (Adana, Mersin, Gaziantep, Sanliurfa) other bases in order to accommodate staff requests as much as feasibly possible. This will be done according to car reservation procedure in place.
  • Ensure all planned movements are tracked daily on planning board and filled in at all times.

  1. Supervise all drivers in Turkey Team locations
  • Ensure that all drivers break and leave planning in Turkey and ensure that drivers take adequate breaks and leave
  • Ensure that all drivers perform their duties according their job descriptions. Keep clean of GOAL cars, performing daily/weekly checks, good and responsible driving behaviour.
  • Follow up that all drivers have a valid driving licence (for the class of the vehicle that they are driving).

  1. Coordinate all periodic maintenance of the GOAL vehicle fleet in Turkey Team locations
  • Ensure that all the vehicles have full equipment in according the list in the checklist.
  • Schedule and follow up of the services / maintenances of all the vehicles under your responsibility.
  • Ensure that all vehicles are fit for purpose, prioritising the safety of GOAL staff.
  • Monitor the fuel consumption of all vehicles in the monthly vehicle report (Monthly fleet Report) and send the figures monthly to the Field Logistic Manager
  • Ensure that all the vehicles have enough fuel by the end of the month.
  • Provide of logbook (yellow and pink) pages and fuel receipts original copies of all locations to Antakya Office (Senior Logistics Officer).
  • Raise the PRs for fleet needs
  • Monitor the use of consumables and the functioning of equipment/assets, and actions accordingly for vehicles ,
  • Ensure timely repairs and maintenance of the vehicles ensuring all vehicles are working to an adequate standard.

  1. Prepare a detailed monthly report for the Senior Logistics Officer Monthly Flee Report submission.
  • Ensure fleet paperwork for the offices is properly completed and filed,
  • Ensure internal fleet reports (fuel usage, maintenance of the vehicles, driver’s logs) are submitted to the office managers and Logistics Officer on time

  1. Any other duties as required
  • Support the relocation of equipment as needed between offices,
  • Provide assistance to the Logistics Officer, and Office Manager Urfa in fleet related matters for Turkey program.
  • Ensure compliance of field operations with GOAL Logistical Manual and with Donor requirements.
  • Ensure that the vehicle contract are on going and responding to the needs of the field in Turkey program
  • Make sure that payment of vehicle related payments are done on time, by tracking the procurement processes and payment request forms.
  • Assist program teams materials and goods requested from program side safely delivered to beneficiaries.

The above list of duties is not exhaustive list. The Fleet Asistant is expected to complete additional responsibility and tasks as requested by the line manager.
