General Description of the Programme:
GOAL is an international emergency and development NGO dedicated to
alleviating the suffering of the poorest and most vulnerable. GOAL was
established in 1977 and is currently operational in 13 countries
world-wide. GOAL has been working in northern Syria since 2013,
responding to the acute needs of conflict-affected communities both
through direct implementation and through partners, delivering food,
non-food programming, water, sanitation, and hygiene (WASH) services.
GOAL has been contributing to the urban refugee responses in Turkey
since 2016 with a focus on enabling access to health service and the
protection services for vulnerable and marginalized asylum seekers in
Turkey.
Overview of the Link Program:
GOAL seeks for Roving IT Help Desk and Admin Assistant for its
ECHO-funded LINK and BPRM programs. The program aims to connect
vulnerable and marginalized communities to available state and non-state
services in Ankara, Gaziantep, Sanliurfa, Mersin and Adana using the
outreach, advocacy, and Individual Protection Assistance (IPA)
approaches. Link will address and mitigate protection concerns of the
vulnerable/marginalized refugees through provision of critical
information and raising their awareness on their rights, obligations and
services available in Turkey, by sensitization/advocacy (targeting key
stakeholders and service providers, etc.) activities and Individual
Protection Assistance (IPA) services to assist vulnerable individuals to
access to basic, social and protective services available under the
provisions of Temporary and International Protection regulations in
Turkey. In Gaziantep and Sanliurfa the program will exclusively target
the semi-nomadic groups including Dom, a marginalized community
currently excluded from most services.
Job purpose:
To support the effective operation of the GOAL Turkey Systems and
Program by assisting with timely and efficient local and
regional procurement for Turkey programme activities, in accordance with
GOAL policies and procedures, data protection and relevant donor
requirements. This
position strongly technically managed by IT Department, and line managed
by Field Systems Manager in a matrix structure. Position holder will be
based in Turkey- Gaziantep office and with visiting regularly when
needed other Turkey program offices
Duties, objectives and competencies
Roving IT Help Desk and Admin Assistant is expected to complete the below tasks:
- Ensure all PC’s are up to date with anti-virus software and encrypted also updated with latest approved version of operating system and Office365 applications.
- Ensure only approved applications are in use.
- Ensure all laptops and tablets are locked and working probably.
- Apply GOAL Global IT policy.
- Cabling of all offices to be kept to a high standard.
- PC’s, printers, scanners, and any IT devices. to be maintained to a high standard.
- Ensuring backup SOPs are upheld and maintaining integrity of data, perform monthly test restores.
- Ensure IT equipment is maintained and that equipment such as internet firewalls, wire and wireless devices are checked regularly for alert/issues and that environment the equipment is kept in is maintained.
- To be proactive and to look at ways of improving IT services
- To carry out upgrades where necessary (i.e. Windows, applications upgrade).
- To use and promote GOAL’s intranet so that all users will embrace it and will realize the value of new SharePoint packages.
- Ensure all filters and roles for internet security are working probably and update it in case of updates is require.
- Ensure all laptops are linked and backed up to SharePoint or OneDrive.
Other Duties:
- This position also requires visiting other GOAL offices in other cities in Turkey related to IT and helpdesk maintenance and set up works.
- Raise IT related PRs (procurement requests) for Turkey program needs
- General work in assisting in the overall process and day-to-day duties of the Turkey Program’s Systems function such as helping with survey creation if required.
- There can be at times manual handling and lifting needed to setup hardware IT equipment at offices.
Requirements (essential)
- IT related education certification.
- Excellent technical knowledge of network and computer hardware.
- University or institute degree in Computer Science or related discipline.
- Minimum of 2 years’ experience in the IT industry sector.
- Experience in WAN technologies (Broadband, Wireless WAN Connections).
- Experience in LAN configuration (Switching, WLAN).
- Experience in Routing and routers configurations with ability at basic level of network switch and routers connections. Troubleshooting and resolution of network issues.
- In depth knowledge of DHCP, IP addressing schemes, DNS.
- Experience in Microsoft Office365 programs.
- Good level spoken and written English.
- Be enthusiastic, ambitious and keen on learning new skills with a positive attitude
- Attention to detail, conscientious and have an ability to work on his/her own initiative is also essential
- Able to prioritize and execute tasks in a high-pressure environment
Requirements (desired)
- Have experience in IT roles in an INGO earlier.
- Knowledge of cloud backup solutions such as Microsoft Office365.
- Very enthusiastic and keen to work hard to achieve the objectives of the programme.
