Field Health Officer


Base Location:         Idleb - Syria

Contract Duration:    6-months contract extendable depending upon performance and funding

Job Purpose: 

The Field Health Officer is primarily responsible for the coordination of activities with QC’s projects inside Syria, the design of health programs, and providing technical support to QC’s programs team in the implementation of the QC health programs. The Field Health Officer will work in collaboration with the Health department and support departments under the direct supervision of Health Coordinator with technical guidance being provided daily.

Essential Job Responsibilities and Duties: 

Program Development/Management

Technically lead the QC health program strategic planning and design in the field in close coordination with QC Health Coordinator and Senior Program Coordinator.
Monitor health situation on the ground and advise the line manager accordingly
Contribute in preparing technically correct and timely concept notes and funding proposals with updated assessments and considers inputs from the Health Coordinator.
Ensure that programs are implemented according to recognized international standards with appropriate monitoring and evaluation plans
Ensures the objectives defined in project proposals are adhered to and reports to Health Coordinator:
verification of progress against indicators as defined in proposals
highlights difficulties encountered
suggests improvements or adjustments if necessary
Ensure that appropriate medical protocols and data collection forms are developed, available at all the health facilities and staff are trained in their use
Work closely with field teams to determine the operational needs of the medical program.
Oversee the collection and timely reporting of data and statistics for all programs.
Compile and prepare weekly, monthly and quarterly medical activity reports

Technical Support and Quality Assurance

Ensure effective and quality health programming with support from M&E through appropriate baseline surveys and health needs assessments whenever needed.
Ensure that medical data collection and reporting is effective and analyzable.
Ensure QC EWARN feed into ACU EWARN
Ensure effective management of drugs and medical supplies
In cooperation with the M&E department contribute to the technical aspects of the health program
Follow up on the assigned tasks to facilities coordinators and provide close supervision.


Give technical input on activities, locations of implementation and standards.
Oversee the technical implementation of partners and give guidance as needed.
Meet regularly with partners’ staff in the field to review context, activities, adherence to standards
Ensure positive interaction and good relations with partners.

Human Resources

Provide supervision and direction to program staff.
Identify staffing gaps and assist in the recruitment and training of appropriate staff

Required Qualifications/Experience/Skills: 

Bachelor’s degree /relevant diploma in medical field (dentist, pharmacist or nurse)
2-year experience in monitoring and evaluating, data collection and report writing
Fluency in Arabic – working knowledge of English will be preferred
QC employees are expected to work in accordance with the Organization’s core values, aims and objectives. They should be sympathetic to the cultural norms of behavior QC believes in.
Experience of working on a senior national position will be an asset
Proven skills upon staff management.
Must be skilled in Microsoft Office
Willingness to travel inside Syria to different project sites.
Must be capable of working both individually and as part of a team.
