Prosthetics and Orthotics Project Officer

GLOBAL OBJECTIVE OF THE POSITION:

Under the line-management of the Health Project Manager and with the support of the Prosthetics and Orthotics Technical advisor (P&O TA), the Prosthetics & Orthotics Project Officer will be responsible for: • Responsibility 1: Team management/HR • Responsibility 2: Rehabilitation services quality assurance • Responsibility 3: Capacity building and technical support • Responsibility 4: Support in P&O activities MANAGEMENT • Responsibility 5: Lessons learning and reporting RESPONSIBILITIES AND TASKS DESCRIPTION
1- RESPONSIBILITY 1: Team management/HR
• Participate in recruitment and induction process of Prosthetics and Orthotics P&O) staff under your line management/supervision ensuring appropriate training/support is provided.
• Conduct staff evaluation including improvement needs of your team (trainings, recruitment, etc.)
• Manage HR issues faced in the field or within teams and report them to the line manager;
• Ensure conflict resolution (personal and professional) within the staff and inform in case of difficulties;
• Ensure a good communication – coordination – information with the staff through regular coordination meetings
• Build and maintain a team dynamic cohesion and professionalism which enables the objectives of HI to be carried out;
• Ensure smooth communication and liaison with other partner teams working in NS, in close liaison with the PM and P&O TA;
• Ensure strict application and respect of the Internal Regulation (including security and ethics) by the related staff; and liaise with the HR department for disciplinary procedures as necessary;
2- RESPONSIBILITY 2: Prosthetics and Orthotics services quality assurance
• Ensure technical adherence to HI procedures in the P&O intervention in collaboration with P&O TA including use of all validated HI operational & technical framework (Beneficiary assessment, guidelines, SOPs and other tools)
• Provide technical guidance to partners P&O staff at each step of P&O process: assessment, provision of service, training and advices provided to care givers the use and implementation of various tools;
• Technically supervise and provide give technical feedback to Partner’s P&O technicians and technician assistant in close collaboration with the Partnership and referral Officer and P&O TA.
• Work alongside the partner to support the P&O mobile team, identify new areas of intervention and support the partner to identify the hosting structures.
• Ensure a regular supervision of the P&O technicians and technician assistants through field visits and technical follow-up “Case Discussions” in order to supervise the quality of the P&O activities and the respect of the Organization’s approach;
• Attend an assessment and delivery workshop with the partner to make sure they follow the standards and supervise the quality.
• Ensure a proper archiving for the source of verifications (SOVs) required from the partner and share it with the P&O TA.
3- RESPONSIBILITY 3: Capacity building and technical support
• In close collaboration with the P&O Technical Advisor, ensure the implementation of periodic skill assessment & analysis to develop the capacity building plans for all P&O staff
• Implement the capacity building plan through the provision of continuous on the job coaching and formal trainings for P&O staff,
• Produce training and coaching reports and coordinate feedbacks with the service providers for strengthening continuous staff development
4- RESPONSIBILITY 4: Support in P&O activities MANAGEMENT
• Support the P&O TA & PM, in forecasting the need of P&O according to the needs identified in the field;
• Support the P&O TA in quality check of the procured P&O components and consumables.
• Validate the stock requests issued by the P&O staff
• Coordinate with the logistics in stock reconciliation
• Support the P&O TA in assessment of the needs of P&O services in new areas of Atmeh/ALS (camps, communities, medical / paramedical structures).
• Support the P&O TA on the analysis of the program and its cohesion with the context and the identified P&O needs for adaptation of current activities or design of new activities as per request
5- RESPONSIBILITY 5: Lessons learning and reporting
• Ensure that issues identified through the monitoring process are brought to the attention of the TA, PM and addressed accordingly;
• Send weekly reports to the TA, PM and the BM on all activities conducted: trainings, partners, partner MT;
• Write minutes of all meetings chaired for capitalization;
• Report any specific problems that jeopardize the activities and suggest solutions;
• Supervise data management and archiving of project related documents, including management of donations certificates and training documentation for donors’ accountability;
• Identify and document the good practices (related to Identification of case studies and success stories to illustrate changes induced by the project and for communication use.

QUALIFICATION/ REQUIREMENTS:

Education: • Bachelor degree with 2 years of experience or diploma in P&O with 4 years of professional experience (the certificate should be recognized by the local medical board). Languages:
• Arabic & English mandatory (oral and written)
Experience: Mandatory:
• At least 2 years of professional experience in humanitarian context, preferably in emergency
• Previous experience of staff management Desirable:
• Previous experience of supervision or capacity building would be an asset
Skills:
• Strong communication and reporting skills
• Good knowledge of computers, i.e., working knowledge of how to use Microsoft Office including Word and Excel
• Strong organisational skills
• Strong interpersonal and intercultural skills
• Ability to work under high pressure
• Open and interested on technical develop for new P&O techniques.
