POSITION SUMMARY

The MEAL Officer will work with the field MEAL team to ensure that the data needed to track progress against commitments is flowing from the Field Office to Gaziantep, is being reviewed to increase data quality and inform project adjustment where necessary and is available in a timely manner to provide decision makers with the information they need to make
evidence-based decisions. He/she will be managed by the Field Sr. MEAL Officer and will report technically to the MEAL
Officer in Gaziantep to assist the running of the MEAL Information system including the following activities: data collection,
data entry, database management and analysis; coordination with the sector response programs, assisting with planning
field visits and assessments and evaluations in RI area of operation. The MEAL Officer will support the Sr. Information
Management Officer in the roll out of a centralized data management system for the NWS response and the
implementation of Information and Communications Technology (ICT) for digitized data collection across the response.
He/she will support the Sr. Accountability Officer to roll out and maintain accountability systems on the ground.
The MEAL Officer will manage the MEAL assistants in protection centers and support program teams to ensure learning
and accountability systems are working effectively within RI’s facilities.

REQUIREMENTS FOR THE POSITION

 Education to BSc/BA/BEng level in Social Sciences, Public Health, Statistics or related field
 Previous relevant experience, such as data collection and analysis, customer service, reporting
 Demonstrated ability in community mobilization and community-level dialogue
 Strong skills in excel and other data management software
 Extensive experience in knowledge and database management (Excel, Access, Power BI, Smartsheets, etc.)
 Fluent English and Arabic, both spoken and written
 Experience of deliver data collection and MEAL trainings
 Some experience of representation and ability to represent RI effectively in external forums.
 Excellent communication and influencing skills
 Politically and culturally sensitive with qualities of patience, tact and diplomacy
 The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure
working circumstances.
 Ability and willingness to travel into Project sites for occasional monitoring visits.
Desirable:
 Previous experience working in humanitarian programs mainly protection.
 Previous experience managing field team and assign work tasks.
 Experience with institutional donors (i.e., DFID, OFDA, ECHO)RESPONSIBILITIES
Data Management:
 Responsible for overseeing RI’s field team data collection systems to ensure uniformity of formatting and
reporting.
 Collect all routine (weekly, monthly, etc.) data and enters them into internal RI database, as identified. The Officer, as part of this activity, reviews, cleans, and verifies the data prior to final reports are published.
 Assist in the routine analysis of data, including indicators, activity tracking, and community feedback per each activity and visualizes the achievement for each month and quarter.
 Provide feedback to field staff (M&E field assistants) about the common data collection methods and how to produce high-quality data and information in their reports.
 Report regular activity data on a routine basis.
 Work effectively as a team member with the field team to improve the quality of the data.
 File all checked and received hard and soft copies of reporting format into RI data management systems.
 Save the data files regularly as well as the analysis and results.
 Coordinate and check information with field locations on products including but not limited to; project infographics, situation reports & donor reports. Develop data dissemination plans and implement (e.g., summary reports, graphs, and maps).
 Maintain a high level of data security, privacy, and control of sharing permissions.
 Help in conducting surveys and assessments, as needed.
 Perform other relevant duties as assigned by the MEAL Manager and Senior Protection Officer.
MEAL:
 Design data collection tools for the planned MEAL activities.
 Design MEAL activities plans and schedules that needs to be rolled out to different projects locations.
 Analyzing and reporting different qualitative and quantitative data collection activities.
 Provide MEAL reports to others relevant departments and senior management, in addition to the needed MEAL
section for donor’s reports.
 Support in conducting assessment and surveys and lead the data collection teams following planned
methodologies and workplans.
 Establish a solid complaints and feedback mechanism that will be rolled out in all project’s location maintaining
confidentiality and accountability principles.
 Supervise the MEAL field assistants’ teams.
 Conducting field visits to the WGSS centers to follow up the MEAL work progress when needed and preparing
presentations to the MEAL staff to become sure of the knowledge about the MEAL work inside the WGSS
centers.
Project Management:
 Support the Senior Protection Officer in ensuring appropriate, timely and planning of program start-up activities
and regular implementation according to work and implementation plans.
 Coordinate with MEAL department in maintaining accurate and up-to-date project information and data (IPTT).
 Perform other relevant duties as assigned by the SMIS.
