Background:


CARE seeks a world of hope, inclusion, and social justice, where poverty has been overcome and all people live in dignity and security. CARE provides cross-border humanitarian assistance in Syria, and refugee assistance within southern Turkey to people affected by the Syrian crisis. In response to CARE increased Syrian response cross-border humanitarian works the program is now endeavoring to undertake an inside NW Syria direct implementation to address humanitarian needs, enhance the quality of our programming and maximum response capacity and support to CARE’s partners. We are looking for a trustworthy, dynamic, innovative, and resourceful person to join the Area office in the capacity of Area PSS Counselor to be based in Jarablus, northern Aleppo, Syria.

Job Summary


The Area PSS Counsellor will be a member of the Area office program team and report directly to the Protection Officer in the field with close coordination with Protection team at the country office for technical support. The Area PSS Counsellor responsible for leading the PSS activities in Jarablus, the individual and group sessions. S/he will be responsible for ensuring the delivery of high-quality PSS interventions and under the direct supervision of Protection Officer and Protection team at the country office.

Responsibilities and Tasks


Job Responsibility #1 Project Implementation and Coordination 80% of the time
Provision of psychosocial support and counselling
Under the supervision of the Protection Officer, she/he will assess the needs of persons and families referred by the case workers, Outreach team to confirm the need for psychosocial support.
She/he will define appropriate activities according to the needs identified (individual counselling, the number of sessions, and the type of activity planned) and will follow up those persons;
Strengthen referral pathways
Support public community events, adapted to online modalities as needed.
Document progress of group sessions and feedback to the Protection officer to improve/guide the trajectory of the group.
Under the supervision of the Protection Officer She/he will strengthen field coordination and referral pathways between mental health and psychosocial support actors in the community by sharing accurate information on the services provided;
In coordination with the case management team, she/he will advise for external referral to psychologist, psychiatrist, and/or other Mental Health services if needed.
Ensure activities are up to standard
S/he will ensure disaggregated and cumulative tracking of beneficiaries and documentation of all activities and outcomes;
S/he will maintain program files and documentation as per program management minimum standards, including maintaining the confidentiality and security of PSS beneficiary data.
S/he will ensure programming is on track to meet objectives; reporting regularly on important issues that are cross-cutting.
Analysis, Detection and Reduction of Risk Factors
When required, coordinate with other stakeholders to reduce and/or eliminate potential risk factors.
Develop and Perform Preventive Measures
In collaboration with the Protection team, develop and implement innovative preventive Protection interventions and activities to be undertaken within the community.

Job Responsibility #2 Planning, Reporting, coordination, and Data Management: 20%
She/he will write weekly reports on all the activities implemented as requested by Protection Officer according to the project and management indicators;
She/he will assist the Protection Officer in providing sufficient and detailed information for program reporting and evaluation;
Based on the on-going monitoring of the activities, she/he will ensure lessons learnt and success stories from the project are documented and reported to her/his line manager;
She/he will ensure that each of her/his sessions is documented to comply with donor audit requirements.
Provide a mission report and/or handover document at the end of contract.
Participate in internal work meetings;
Report any security related issues to the line manager;
Support operational organization of field and CARE activities;
Any other relevant duties requested by the line manager.

Qualifications


Education/Training

Required


University degree in a relevant field.**Desired**


Project Management qualification (PMD, PMP, PRINCE2)**Experience**

Required
Counsellor or Psychologist (university degree and professional qualifications required, licensed).
Minimum 1 years of relevant work experience.
Experience in PSS programming a strong asset
Trained in psycho- traumatology or critical incident debriefing (preferred).
Good understanding of Child Protection and Gender issues – specifically but not exclusively in the Syrian context.

Desired
Work experience in the international humanitarian world, operating in emergencies.
Working in multi-cultural context

Ability to communicate ideas in a culturally-sensitive manner and conducive to their practical application
Fluent in Arabic and highly desired to have advanced English language skills.
