Partnership and Referral Officer

LOCAL OBJECTIVE OF THE POSITION: 

The position has 2 main components strongly related in order to provide to beneficiaries the best services through HI Partners or through external organizations. The Partnership component of the Role will be dedicated to lead the communication with HI partners and partners under assessment in order to: follow up on the activities implementation progress, follow up on the partners evolution plans and provide needed support in collaboration with technical and support service teams. The Officer will as well support the newly recruited technical officers and provide on the job training in the management of field operations according to HI strategy and procedures. The Referral component of the Role supports the smooth implementation of HI internal and external referral pathways through data management and quality monitoring of referrals. The Officer oversees referral made and received through direct implementation and through partners. 

RESPONSIBILITIES AND TASKS DESCRIPTION

1. Management of incoming referrals • Ensure that all the referrals received (from external actors and HI teams) are recorded in the referral database • Ensure referrals are checked against the current database to avoid duplications • Prepare the lists for screening/initial assessment/intervention (according to each sector), considering geographical areas and the levels of emergency • Prepare the list of initial assessment/ intervention (according to each sector) according to priority criteria • Ensure data collection tools are used properly by the teams through regular data quality check • Regularly update Project Officers and/or Project Managers on the status of pending referrals • Regularly consolidate and compile feedback to be given to external actors on referrals made to HI • Identify and share with Project Officer and/or Project Managers any technical problems faced, potential risks and propose solutions • Provide training to external actors on inclusion/exclusion Criteria of HI programmes and referral process and tools 2. Management of outgoing referrals • Enter data on outgoing referrals done by the teams to other actors 

• Ensure filing and archiving of referral forms 

• Ensure quality of referral tools (general follow up, referral forms…)

• Ensure confidentiality, data management policies and proper referral pathways are followed by the teams 

• Ensure that outgoing referrals are recorded in the database • Provide regular feedbacks to HI outreach and technical teams on referred cases through base meeting or short reports maintaining confidentiality 

• Flag gaps in feedback and service provision to the Project Officer for follow-up with partners

 • Keep the referral directory up to date using the mapping template
3. Management Partnership 

• Properly manage and support HI partnership process from the assessment stage till the closure of any ongoing partnership in collaboration with HI technical focal points

 • Participate in the partnership review, PTOR revision and partnership closure reports

 • In collaboration with HI project support officer, Lead the training and capacity building process for the partners and liaise with all departments (internally) to ensure proper follow-up on the capacity building plan

 • Work closely with project manager to identify the needs of procurements, recruitment increase or change of the working modality or size of activities, etc. 

• Follow up closely the progress of the projects’ activities implemented by HI partners given the set objectives and related targets 

• Support the project manager in raising PSRs, raising HR requests and follow up on the budget consumption for the agreed PTOR lines with partners 

• Work closely with the project manager in updating the partner’s procurement plan 

• Conduct visits to all the Partner’s activities and provide field monitoring visits report 

• Support the technical officers in raising Assistive medical devices needs periodically to avoid any gap 

• Liaise with support services team of any issue faced related to logistics, HR or finance where HI intervention is needed

 • Participate in the regular mapping of humanitarian actors who are collaborating with HI in the same area of intervention and who could be in the future; 

• Develop HI relationships with these humanitarian actors contributing to the strengthening of our referral mechanisms; 

• Report weekly to the project manager on the progress of the activities including issues faced in the project implementation and provide recommendations to improve the projects quality. 

• Report on any compliance constraints, doubts or facts seen in the field and where HI investigation is needed.

 4. Reporting and coordination 

• Provide regular weekly and monthly reports to the Project Officer and/or Project Manager on the status of referrals and partnerships 

• Participates in the follow-up and coordination of the internal referrals between the teams to ensure beneficiaries are receiving all the HI services needed 

• Participate in the field teams’ training about the data collection in the field 

• Propose improvements of the follow-up tools and assessment forms as needed • Support MEAL activities according to guidelines 

• Represent HI in external referral forum as required and/or prepare relevant information to be shared by HI representative 

• Prepare case study according to guidelines 5. Demonstrate an ethic and professional practice 

• Respect beneficiaries’ confidentiality 

• Respect and promote HI’s Policies and report to your line manager any non-respect of HI’s policies amongst the teams or partners 

• Address needs and requests as per HI’s rules and regulations. 

• Report any incident or act that causes any harm to beneficiary or to others

QUALIFICATION/ REQUIREMENTS:

1. Education 

• Education degree in Social Sciences or any relevant field

 2. Languages: 

• Intermediate level of English required
3. Experience: Mandatory: 

• At least 3 years of experience working in project management within international or local NGOs Desirable: 

• Experience in data management (Excel or other software) 

• Previous experience in referral management or case management • Previous experience in partnership management 

4. Skills: 

• Strong planning /organization skills 

• Good communication skills • Diplomacy • Good reporting skills 5. Other/General: • Willingness to conduct periodical visit to bases or other NGOs • Ability to work within a team and collaborate
