POSITION SUMMARY

Under the direct supervision of the Senior Program Officer, the Program Officer will provide support in the implementation and monitoring of RI’s projects in Syria and ensure transparency and integrity across all programs activities. The Program Officer will coordinate also between HR Department and Finance to ensure efficient program implementation.

REQUIREMENTS FOR THE POSITION

1. 2-3 years of proven previous experience in Program/Project Management in an I/LNGO, Humanitarian

or development sector, preferably, in the Health sector.

2. A University degree in business administration or engineering is highly preferred. Other degrees in social

studies or any relevant field may be considered.

3. Holding an accredited certification in Program/Project Management; PMP, D Pro, PMD is an advantage.

4. Demonstrated experience in implementing policies, procedures and systems in remote settings.

5. Excellent command of spoken and written English and Arabic.

6. Demonstrated excellent computer literacy (Excel, word, internet).

7. Demonstrate high analytical skills and high attention to details.

8. Ability to prioritize and deal with competing demands.

9. Excellent organizational, interpersonal and communication skills.

10. A team builder with excellent people skills; culturally sensitive.

11. Must be flexible adaptable and willing to perfume other duties and work irregular hours.

RESPONSIBILITIES

1. Leadership:

• Whenever requested, provide the leadership to the program teams in the field during the absence or

the leaves of the Senior Program Officer. Additionally, to act as the main focal point in the field to

coordinate with the management of RI and the HFs during similar occasions.

2. Program Implementation:

• Ensure the implementation of the day-to-day activities related to the agreed mobilization tool for

each grant.

• Coordinate with Senior Program officer on follow up plans for monitoring and evaluation, timely

reporting, timely course correction, project closure, project assessments, and internal information

sharing.

• Under the supervision of the Senior Program Officer and on a monthly basis, conduct regular visits

and on-need urgent visits to the supported Health Facilities to follow up the work progress at the

facilities, review/validate urgent requests by the health facility managements, update the program

comprehensive checklist and provide immediate reporting on the outputs of the visits.

• Follow up on recruitment plan for each health facility, participate in the recruitment process for the

non-medical positions and provide needed support to the supported health facilities to ensure full

alignment with agreed recruitment SOP.

• Under the Senior Program Officer supervision, to provide support in ensuring the reflection of agreed

budget and health facility’s SSGAs and MOUs.

• In collaboration with the Senior Program Officer and Program Team in Turkey, participate, organize,

document and follow up on periodic meetings with health facility management, provide gap needs

analysis, and follow up on closing the gaps.

• Work closely with the field-based staff and health facility management to ensure quality

control/authenticity of all support documents shared by the health facilities/RI field-based program

staff. This includes collaboration with other operation departments to ensure the correct procedures

and policies are followed/applied.

• Work closely with the field-based program staff and health facility management to provide them with

on-job capacity building and ensure RI procedures and tools are understood and applied correctly by

the RI-field based program staff and the management of health facilities. Remote training can also be

used to introduce tools, systems and procedures to keep the field-based program staff up to date.

3. Program Administration :

• Provide support to the management of health facilities in planning the procurements, submitting

appropriate procurement requests, completing the purchase orders and regularly monitoring the

eligibility and efficiency of consumption rates of the procured items within the health facilities.

• On a regular basis, communicate and direct response to the suppliers, who are providing services and

goods to HFs, to validate the procurement requests which the HFs prepared in coordination with the

program officer to ensure full compliance with RI procurement procedures.

• Systematically Review, analyze, validate and report monthly running cost for health facility, and

provide all related supporting documents to Program team in Turkey and Finance department.

• Provide support to the Senior Program Officer and Program Team in Turkey in developing the

monitoring tools related to the programmatic aspects and assist in preparing the analyses and

estimations of the needs of health facilities by providing effective recommendations and the results

of the observations obtained through the field visits.

• Whenever needed, to coordinate with the Senior Program Officer and HR Department to review and

validate monthly HFs payroll for indirect staff by checking timesheet, attendance sheet resigned and

change of status staff documents and any leave or training documents.

• Provide the Senior Program Officer with immediate knowledge and analysis of any potential

misconduct or gap in the field procedures regarding operations and administration policies; this

should be done through RI’s complaints and feedback mechanism, coordination with the health

facilities and coordination with RI’s HR Coordinator.

4. Reporting & Archiving

• Participate in periodical meetings with the Program team to provide needed data for reporting on

the achieved milestones and update the grant reports whenever requested.

• Assist the Senior Program Officer and Program team in Turkey to ensure full documentation for each

grant and that all needed documents, especially, those documents related to

Safeguarding
