About (HRO): 

Hope Revival Organization (HRO) is a humanitarian, advocacy, non-profit organization dedicated to working with communities in order to overcome experiencing difficulty coping. HRO main priorities are aimed at improving access and availability of evidence-based, high quality and culturally sensitive mental health services and psychosocial support for populations affected by conflict and crisis in order to build sustainable local capacities and provide comprehensive, integrated and community based mental health services and psychosocial support activities that promote the resilience and overall wellbeing of vulnerable refugees, internally displaced people and host populations.
We work on involving women, youth, and people with disabilities in economic, social, and civil activities in order to limit marginalization, violence and empower them by raising awareness for their rights.
HRO focuses on community care by creating safe environments through increasing the quality of life, mitigating violence, opposing marginalization, and striving to eliminate poverty.

Job Purpose: The position has a general objective to ensure the effective implementation of HRO response program. This includes building the capacity of the team and efficiently managing the project teams and budget to provide support while ensuring all HRO’s contractual obligations, reporting requirements, quality standards, and procedures are met and followed.

Key Responsibilities:

 I. Responsibilities:
Generic Responsibilities:
•Coordinate and implement the project according to strategy, proposals, and plans.
•Be accountable for the quality of proposals and reports submitted to the Programme Manager, and also to the concerned partners and donors.
•Ensure adherence to HRO policies and donor requirements.
•Develop detailed annual activity and work plans.
•Promote and share ideas for improvement and necessary changes in the activities.
•Prepare periodic progress reports and other documents as required.
•Ensure proper filing of all project documents.
•Conduct the monthly internal review meetings in participation of HRO departments’ focal points.
•Supervise the work of projects teams in HQ and conduct the periodic performance appraisal.
•Report the day-to-day updates to the Programme Manager and suggest areas of improvements.
•In coordination with programme teams in HQ. Prepare the first drafts of concept notes, proposals, and the associated budgets, need assessment tools and reports, and workplans and share it with the Programme Manager for further review and development.
•In coordination with programme teams in HQ. Prepare the first drafts of projects’ media products (posts, videos, monthly newsletter, etc) in terms of projects key milestones.
•Day-to-day follow up on the work of HQ projects teams to ensure the timely and effective performance.
•Share the Programme Manager with any requested daily, weekly, or monthly work-plans, work-related reports, presentations, strategies, or assessments.




II.Key activities:
Objective 1: Ensure Timely & Quality implementation and reporting of activities at the base level
1.To support the Program Manager (PM) in design of the beneficiary selection process
2.In coordination with the PO’s and MEAL Team, design the macro Program Cycle Management tools, including monitoring tools, project indicators and means of verification, Activity Progress Reports, Budget Follow Up tools, and Project Procurement Plans.
3.Ensure a workplan for each project is in place, in coordination with the project team and make sure that the program activities are implemented in respect to the workplan, especially under tight timeframes of the response
4.Provide guidance to the project teams in weekly planning of activities and ensure these plans are in line with the project workplan.
5.Ensure required project materials, such as IEC and training material, are developed in a timely manner and with high quality standards.
6.Ensure timely procurement of goods and services for the program and accurately and regularly update the budget via follow-up and forecasting processes, in close coordination with the Procurement and operations departments
7.Ensure that the projects Activities are provided in a timely and efficient manner and note ways of improvement alongside feedback from the MEAL Coordinator and operations department
8.Ensure implementing contracted actors/service providers are well supported and the quality of their work is monitored and assured.

Objective 2: Document and report on all activities, highlighting lessons learned and challenges faced
1. Ensure proper archiving of technical supporting documents and beneficiary data
2. Closely supervise activities’ targets to ensure proper documentation on progress, targets, challenges and lessons learned.
3. Provide verbal and written reports to direct and functional managers on the progress of the project towards objectives and activities in the workplan and any additional activities
4. Support in the development of reports to donors as requested.

Objective 3: Coordinate with external stakeholders and represent HRO in Humanitarian Mechanism Coordination meetings with working and sub-working groups, aiming to understand and analyze needs and tailor interventions accordingly (20%)
1. Ensure the informed reports on MHPSS (and its sub-programmes) and the living conditions of target population as a result of HRO Interventions.
2. Actively coordinate with other agencies implementing MHPSS (and its sub-programmes) in Syria Response.
3. In coordination with the Programme Manager. Represent HRO in working group/sub-working group meetings.

Objective 5: Team Management
1. Prepare HQ projects team’s weekly and monthly work plans in accordance with the project’s overall implementation plan and share it directly with the Programme Manager.
2. Participate in staff training, helping to build technical and admin capacity of HQ projects team.
3. In coordination with the Programme team. Helps develop and execute context-specific solutions to improve collaboration, coordination, and performance.
4.Ensure the good respect of working conditions while in office or the field, especially the respect of HRO Code of conduct.
5.Ensure staff appraisals are conducted and together with the Programme Manager identify staff training needs priorities.

Objective 6: Finance and Administration
1.Monitor the day-to-day logistic, administration, and personal activities
2.Manage all related program equipment and materials in close consultation with Programme Manager, Procurement, Finance, and Grants.
3.Contribute to the supervision and control of expenses related to the activities of the project (Procurement planning).
4.Supervise project (s) budget forecast & follow-up.
5.Participate in the design of the new budget for the suggested concept notes and proposals.
6.Flag any deviation to the Programme Manager and propose solutions.
Objective 7: Reporting
1.To be involved in the final project reporting: monthly annual percentage rate (APR) intermediate and final reports
2.Report the progress of the work to the Programme manager.
3.Report the expected challenges or conflict during the activities
4.Report weekly activities and transportation needs
5.Contribute to project and beneficiaries’ data collection and reporting
6.Regular reporting to Programme Manager.



Objective 8: Manage and develop the capacity of the implementing team
1. Assess the needs and strengths of each team member and identify capacity-building priorities
2. Provide regular coaching and feedback sessions, providing adequate updates on progress against the development plan and new objectives.

Objective 9: Security
1. Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols
2. Communicate to the security officer of the working location any security-related information or noncompliance with the security plan
Objective 10: Support humanitarian activities of HRO
1. Support the emergency interventions of the organization as per the employee’s abilities
2. Support any activity that helps to reach our humanitarian goals, as per the employee’s abilities
3. Promote inclusion, equity, and gender equality within the humanitarian and/or development work.

Qualifications and Work Experience Education


Bachelor’s degree required in social science, psychological counseling, protection or relevant discipline preferred.

Experience at least 4 years in project Management.

Minimum 2 - 3 years’ experience with MHPSS.

Experience with MHPSS analysis and design, monitoring and evaluation.

Previous experience with NGO or CSO.
Required competencies (skills / knowledge / capabilities)
Strong writing, communication, presentation and organizational skills.

The ability to communicate challenging topics in a clear, focused, and respectful manner.

Ability to adapt to the varying levels of experience with integrating gender sensitivity into programming when providing capacity building.

Fluency in Arabic and English

Computer literate in Word, Excel and Outlook.

Ability to understand and advise on the challenges facing field staff.

Ability to think strategically about improving project implementation.
