Field Senior Procurement and Logistics Assistant (Syria/Azaz)


Global Communities is and international non-profit humanitarian organization working to improve the lives and livelihoods of vulnerable populations around the world. From our office in Turkey, Global Communities is providing humanitarian support to vulnerable and conflict-affected households in Syria and seeks a full-time Field Senior Procurement and Logistics Assistant to support this humanitarian programming. This position reports to Field Senior Procurement and Logistics Assistant and is responsible for implementing projects, while based in Azaz-Syria through humanitarian assistance programming.

Duties and responsibilities

The Field Senior Procurement and Logistics Assistant is responsible for the following:

• Ensure the implementation, monitoring and evaluation of new initiatives and procedures related to logistics.
• Implement and manage contracts in forwarding, transport, and warehousing, where necessary.
• Manage a local emergency stockpile and goods consolidation point to permit the rapid movement of humanitarian supplies. Implement warehouse management and commodity tracking system.
• Report any discrepancies or damage immediately before signing the reception document.
• Immediately after reception of goods update stock cards and/or create stock cards for all stock items, register on the stock card the reference number of the reception document. However, if the goods received are on a transit to the project, s(he) signs on the reception document and inform the procurement /supply log for possible shipment to the field
• Ensure items are properly organized and are correctly stored, well protected, fully identified and are easy to get to (cleanliness, security, access).
• He/she is responsible for the management and control of "sensitive" goods, expiry dates, and packaging and special storage condition.
• Based on the stock request, prepare outgoing good
• Ensure proper packing and labelling of freight in accordance with the instruction provided by the supply log.
• Issue goods in compliance of FEFO and/or FIFO principle
• Update stock cards immediately after issuance of goods and register the reference number of the delivery document or stock request.
• Conduct special management reviews and/or follow-up on audit observations to assist in the improvement of office.
• Work with partner staff to undertake transport of people and commodities in an efficient safe way including reviewing documents received from partners for completeness and correctness and facilitating timely support from relevant team members in GC.
• Demonstrate a service-oriented approach to assisting the program team in understanding requirements and completing tasks.
• Assist the Senior Management Team in maintaining project files
• Assess existing logistics operations systems and advise on corrective measures to be undertaken.
• Manage the drivers and carpool ensuring transport policies are being followed.
• Carry out any other related duties as might be reasonably requested by the Supervisor.
• Implement effective internal control of assets, inventory and property management.
• Generate, prepare and process purchase orders.
• Approach suppliers, negotiates, and prepare agreements. When necessary, compile the call for tender files, follow the files according to the procedure through to the final decision to purchase, and establish contract, if necessary.
• Communicate with local and regional suppliers for status of purchase orders, claims and/or complaints.

• Ability to organize & prioritize workload independently, using initiative when appropriate.
• Integrity, transparency, and strong work ethics.
• Good negotiation and problem-solving skills.
• Good communication and team management skills.
• High analytical and reporting skills.
• Ability to solve problems in the field with suppliers.
• Good command of spoken and written English/Arabic.
• Excellent command of excel and other database applications.
• Computer/word processing and standard office software skills.

Qualification and experience

• A university degree in a relevant field or a combination of experience and education working in this sector.
• A minimum of 2 years’ experience in relevant field.
• Past work with NGO and international donor funded programs preferred.
