REACH conducts analysis of humanitarian conditions in Northwest Syria (NWS). This includes flood hazard assessments in Dana and Maaret Tamsrin subdistricts, which show areas of IDP camps and settlements that are particularly at risk of flooding, including individual shelters located within those areas. Furthermore, REACH conducts remotely sensed shelter damage assessments, which provide a bird’s-eye view of damage in selected locations


As REACH is currently executing two projects to allow implementing partners to operationalize and incorporate these respective assessments into their programming. In this context, we are now looking for an Engineer to join our team in Idleb. The overall responsibility of the engineer is to act as a focal point in relation to our partners and to provide engineering expertise in improving the utilization of the above-mentioned assessments in the partners’ strategic planning and implementation. The selected candidate is expected to work closely with local implementing partners and is thus expected to have a good understanding of site improvement programming in NWS. Experience with shelter rehabilitation is an asset.


The overall goals of the two respective projects (flooding in camps, shelter damage) are to improve the utilization of REACH’s flooding and shelter-related research products. Thus, the goal for the engineer is to provide the necessary technical capacity to translate the available data into clear and relevant recommendations and improvement plans, as well as to facilitate interaction with technical counterparts at implementing partners. This requires the engineer to understand REACH’s research, and the on-the-ground realities in camps and shelter programming, and to have the engineering knowledge required to contribute to that programming. Moreover, the engineer is expected to conduct site visits to identified camps and conduct an infrastructure assessment relating to flooding (e.g. drainage systems). 


1. Project Design & Project Implementation 

1.1. Project Design 

a. Contribute to research design and tool development together with the project focal points (FPs) and the implementing partners

b. Provide technical feedback and expertise on the development of project goals and milestones

1.2. Project Implementation

a. Ensure the project is carried out against agreed technical quality standards

b. Ensure the project stays within the agreed-upon schedule in collaboration with the project coordinators

c. Attend regular project coordination meetings with the project team. 

d. Provide technical support to the project FPs, REACH research team and the implementation partners

e. Based on technical knowledge and experience, identify opportunities for implementing partners to incorporate REACH’s research into their ongoing work

f. In collaboration with implementing partners and the REACH research team, formulate plans for the reduction of flooding hazards in IDP settlements 

g. In collaboration with implementing partners and the REACH research team, assess shelter damage levels in identified locations

h. Provide technical training to recruited enumerators

1.3. Administration/HR 

a. Participate in the recruitment of enumerators with relevant technical skills

b. Ensure that enumerators understand and can perform their roles and responsibilities

c. Support the project team located in Amman, Jordan in day-to-day activities

d. Ensure a positive working environment

2. External Relations

a. Support, facilitate or undertake communication and liaison activities to actively consult and involve partners, beneficiaries, key informants, actors, partners, and stakeholders in all stages of project implementation

b. Cultivate good relations with key stakeholders, including technical counterparts at partner organisations

c. Ensure that contact with beneficiaries is conducted in a sensitive and respectful manner at all times

3. Reporting

d. Provide regular and timely updates on progress and challenges to supervisors and other team members

e. Contribute to drafting of (external) project progress reports, ensuring the quality and accuracy of technical information provided


• Number of partners supported in incorporating REACH information into their programming

• Number of research tools developed, in collaboration with project focal points and partner staff

• Number of completed site improvement plans that include technical guidance for partner organisations

• Number of enumerators successfully trained on technical skills



• University degree in a relevant field (civil engineering, architecture, mechanical engineering)

• Minimum of 4 years’ experience in humanitarian camp improvement projects

• Experience in external engagement/working with partners

• Fluency in English and Arabic


• Experience with shelter rehabilitation and/or repair projects is an advantage;

• Experience in research is an advantage;

• Experience with engineering design software (AutoCAD), Geographic Information Systems (GIS) and/or remote sensing is an advantage;
