Community-based Mental Health Psychosocial Support (MHPSS) Project Officer

ROLE OF THE MHPSS Project Officer:

Under the line-management of the community-based MHPSS Project Manager (PM) and the functional management of the MHPSS Technical Advisor (TA), you will be responsible for:

• Responsibility 1: Active participation in the implementation phase of the project life cycle and supporting in the MANAGEMENT of MHPSS activities (20%)

• Responsibility 2: Team management/HR (30%)

• Responsibility 3: Community-based MHPSS service quality assurance (20%)

• Responsibility 4: Capacity building and technical support (20%)

• Responsibility 5: Lessons learning and reporting (10%)


1- RESPONSIBILITY 1: Active participation in the implementation phase of the project life cycle and supporting in the MANAGEMENT of MHPSS activities (20%)

• Under the close supervision of the PM and coordination with the MHPSS TA, conduct needs assessments of the communities, camps and community centres in the intervention area

• Under the supervision of the PM, ensure all tasks and activities are achieved within the planned timeframe in collaboration with other team members.

• Under the supervision of the PM, organize the planning of PSS team – this includes weekly/daily planning of activities defined according to the project objectives and priorities and taking into account security issues as well as identifying any issues resulted in the field and propose solutions to come over them.

• Organize regular meetings with the team to share information and updates on the project;

• Smooth and effective coordination with the logistics team over procurement and other logistics-related matters; orders requested material upon demand, check the availability and the quality of materials needed, in coordination with MHPSS TA

• Liaise with external actors (local authorities, camps managers and other INGOs) to effectively ensure smooth implementation of Community-based MHPSS activities

• Support the PM and MHPSS TA in the project review and its cohesion with the context and the identified needs for adaptation of current activities or design of new activities as per request

2- RESPONSIBILITY 2: Team management/HR (30%)

• Participating in the induction process of PSS staff under his line management/supervision ensuring appropriate training/support is provided.

• Directly managing & supporting the Mobile Teams on a daily basis, ensuring they can reach their weekly objectives

• Conducting staff evaluation including draft capacity building plans under close supervision of the MHPSS TA

• Managing HR issues faced at the field or within teams and report them to the PM;

• Ensure conflict resolution (personal and professional) within your staff and escalate in case of difficulties;

• Build and maintain a team dynamic cohesion and professionalism which enables the objectives of HI to be carried out;

• Ensure smooth communication and liaison with other HI teams working in the base including the service support officers (Human Resources, Finance and Logistics)

• Ensure strict adherence and respect of the Internal Regulation (including security and ethics) by your related staff; and liaise with the admin department for disciplinary procedures as necessary;

3- RESPONSIBILITY 3: Psychosocial support services quality assurance (20%)

• Ensure technical adherence to HI procedures in the community-based MHPSS in collaboration with MHPSS TA including use of all validated HI operational & technical framework (Beneficiary assessment, guidelines, SOPs and other tools)

• Provides technical guidance to HI community-based MHPSS staff at each step of process: assessment, provision of service, utilisation and implementation of various tools in collaboration with the MHPSS Technical Advisor;

• Ensuring a regular supervision of the community-based MHPSS workers through field visits, technical follow-up and Case Studies in order to supervise the quality of the PSS for the project’s activities and the respect of the Organization’s approach;

4- RESPONSIBILITY 4: Capacity building and technical support (20%)

• Under the direct supervision of the PM and in close collaboration with the MHPSS Technical Advisor, ensure the implementation of periodic skill assessment & analysis to develop the capacity building plans for all the project’s staff

• Implement the capacity building plan through the provision of continual on-job coaching and formal trainings for staff,

• Produce training and coaching reports and coordinate feedback with the MHPSS Technical Advisor for strengthening continuous staff development

5- RESPONSIBILITY 5: Lessons learning and reporting (10%)

• Ensure that issues identified through the monitoring process are brought to the attention of the PM, MHPSS TA and addressed accordingly;

• Send weekly and monthly reports to the MHPSS TA and PM on all activities conducted: trainings, HI Mobile Team activities;

• Sending minutes of meetings held to the PM and MHPSS TA

• Provide reports / summaries of any training, meetings, case studies given and keep data records on capacity-building activities in coordination with MHPSS TA

• Report any specific problems that jeopardize the activities and suggest solutions;

• Supervise data management and archiving of project related documents, including management of donations certificates and training documentation for donors’ accountability;

• Identify and document the good practices (related to Identification of case studies and success stories to illustrate changes induced by the project and for communication use



• University Degree in Psychology, Sociology, Eduaction or any related field.


• English: intermediate (good in reading and writing)

Experience: Mandatory:

• At least 3 years of experience in psychosocial support and project management and/or

• At least 2 years of experience in project management in emergency contexts Desirable:

• Strong background in project life cycle

• Previous experience of work placement supervision, teaching or supervision


• Strong communication and reporting skills

• Strong organisational skills

• Strong interpersonal and intercultural skills

• Ability to work under high pressure

• Very good at Ms. Office (most specifically excel, word and PowerPoint)

• Very good at Internet applications
