GENERAL POSITION SUMMARY:

The WASH Officer will be responsible for implementing WASH programming from Dana office to camps

in Maaret Tamsrin and Atareb sub-disticts, including planning, assessments, coordination and consultation with relevant local authorities/stakeholders, development of BOQs, supervising construction distributions and sessions, and certifying program activities. In addition to train the existing staff to follow up with the contractors and vendors. The WASH Officer will represent the organization at the field level and ensure the smooth implementation of quality programming that meets the needs of identified beneficiary community.

ESSENTIAL JOB FUNCTIONS:

General:

• Identify the works required, prepare designs and cost estimates, ensuring that all technical input and cost estimates are accurate and timely.

• Support the development of timelines for activities and assist in the day-to-day supervision of works by contractors and casual laborers to achieve timely and quality deliverables.

• Monitor contractor progress on the project site, including Bill of Quantities (BoQ) for latrines water tanks and water stations as per approved contract and the approved BoQ.

• Provide regular report to the WASH coordinator and Senior Officer in accordance with pre-agreed

• schedules and detailing all project site matters including quality, health and safety, environmental and financial, as well as any issues relating to possible delays, cost overruns, variations and other matter.

• Plan and coordinate work activities with the WASH coordinator and manage the field implementation work.

• Participates in training and debrief sessions with the community and camps managers after key activities, contributes to the discussion, and supports the production of activity-specific reports

• on an ad hoc basis as requested by Project Coordinator and WASH Senior Officer.

• Train the field staff to monitor and supervise the WASH contractual work.

• Demonstrates proactivity, suggesting ways to better support and enhance WASH activities.

• Ensure community support for program and resolve issues that evolve during project period.

• Assist with the sharing of lessons learned and good practices for dissemination within the organization and to other agencies and interested parties.

• Compiles any relevant paperwork (e.g. reporting, assessments, studies BoQs, Completion documentation, photos) and shares with WASH Coordinator WASH Senior Officer in a clear and consistent manager.

• Maintain progress reports as required by project requirements.

• Any other task assigned by managers

WASH supervision

• Prepare weekly and monthly progress reports and maintain the relevant project records.

• Collect, organize and share photos of program implementation; leading the needs assessment to capture the actual needs on ground to support the organizational evidence base and measurement of impact.

• Develop strategies and methodologies to promote hygiene within the targeted communities;

• Elaborate teaching tools adapted to various levels of the population: songs, role games, meetings, training

• Plan and supervise the distribution of hygiene kits and ensure coordination with other departments (MEL / Security/Operations).

• Identification of the needs and appropriate responses (water provision, water storage, waste management, sanitation, hygiene kits, desludging)

• Provide technical approval of materials and samples prior to work commencing, as well as assisting in positioning, distribution and construction of latrines and water tanks

• Take timely action to prevent potential delays and/or cost overruns that can be avoided.

• Supervise health, safety, and environmental management activities according to approved plans and regulations for the site under his / her jurisdiction.

• Verify that works are consistent with the project technical specifications and inform promptly of eventual deviations.

• Support the overall management of works implementation to ensure work is completed on time, within budget and to quality standards.

• Participate in meetings with contractors and local stakeholders;

• Oversee site works, engineering control of the works etc.

• Providing daily site records with all work activities, information, instructions, issues, according to site format report and as instructed by the Project Coordinator;

• Ensuring that all project documentation is properly and safely kept in organized files; Regularly coordinate with other program, local INGO partners, government officials, community stakeholders in relation to the distribution of the program products.

• Represent the organization, in coordination with the Program Manager and Team Leader, to donor and colleague agencies and participate and/or facilitate coordination and collaboration with other agencies implementing similar activities to avoid duplication and maximize sharing of lessons learned and tools.

Security

• Ensure compliance with security procedures and policies as determined by country leadership.

• Proactively ensure that team members operate in a secure environment and are aware of policies.

Accountability to Beneficiaries

• Team members are expected to support all efforts toward accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

• Team members are expected to conduct themselves in a professional manner and respect local laws, customs and the organizational policies, procedures, and values at all times and in all in-country venues.

• Ensure all interventions adhere to Gender Policy, Do No Harm principles, and beneficiary accountability standards

Supervisory Responsibility

Technical supervisor for the WASH field assistants and Water field assistants.

Accountability

Reports Directly To: Field Area Coordinator for management line (solid); WASH & Shelter Coordinator

for technical line (dotted).

Works Directly With: Shelter/Wash Coordinator, Field Area Coordinator, Emergency Field Team, MEL

field team, Operation team

Knowledge and Experience

• University degree of Civil, Architectural, Water, Mechanical Engineering or other relevant field.

• At least four years’ experience in implementing WASH activities in the field within humanitarian situations

• At least two years’ Experience in working on construction projects.

• Experience in hygiene promotion, work with local communities, children and vulnerable people,

• experience in community mobilization and participation.

• Experience in emergency response, including rapid assessments and needs analysis

• Fluency in written and spoken English and Arabic.

• Strong organizational skills and experience working with local NGOs are needed.

• Reporting skills, and computer skills are required.

• Preferably good knowledge of AutoCAD software.
